The 40th Plenary Week of the Eurasian Group on Combating Money Laundering and Financing of Terrorism Has Ended

On May 30 – 31, 2024, Bishkek (Kyrgyz Republic) hosted the 40th Plenary meeting of the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG) chaired by Rosfinmonitoring Director Yury Chikhanchin.

Among the participants were representatives of the Eurasian Group member states, observers, as well as invited states and organizations: Armenia, Azerbaijan, Iran, Japan, Mongolia, Serbia, UAE, USA, FATF and MENAFATF Secretariats, CIS Executive Committee, Office of Counter Terrorism and UNODC, CHFIUs, CSTO, SCO, etc.

During the meeting, the Plenum approved the EAG processes and procedures for conducting the third round of AML/CFT/CPF mutual evaluations and follow-up of the EAG member states.

Follow-up reports of the Republic of Tajikistan and Turkmenistan were reviewed and adopted. The participants presented information on implementing the roadmap to minimize regional ML/TF risks in the Eurasian region. A list of criteria for the suspicion of filing claims to recover criminal proceeds has been approved to mitigate the risks of using judicial mechanisms for money laundering.

It was decided to conduct a joint AML/CFT/CPF forum of the EAG and the Coordination Council of Prosecutors’ General of the CIS member states aimed at prosecutors. It will be held in the fourth quarter of this year in Minsk (Republic of Belarus).

The Association of Press Services of Financial Intelligence Units of the EAG Member States was created, and the concept of its activities was adopted.

The Plenary considered the best practices of the plenary session participants in a number of AML/CFT areas and project implementation.

The Plenary meeting supported the development of the International movement on financial security. The Russian representatives provided information on preparing for the IV International Olympiad on Financial Security, which will take place from September 30 to October 4 on the Sirius federal territory.

Japan's application for EAG observer status has been approved.
