A week-long in-person training program for FIU specialists from the Syrian Arab Republic concluded at the ITMCFM. The training focused on practical aspects of conducting a national ML/TF risk assessment.
The Syrian delegation was briefed on international standards and Russian practices, including:
- FATF standards on ML/TF risk assessment, interagency cooperation, and the application of a risk-based approach;
- Interaction between participants of the national anti-money laundering system;
- Establishment of a risk-based supervisory approach and methodologies for national and sectoral risk assessments;
- Assessment of the risks of misuse of legal entities for ML/TF purposes, including the use of NPOs for terrorist financing.
Participants were also briefed on the major outcomes of the national ML/TF risk assessment in Russia and their further use to ensure the effectiveness of the anti-money laundering system. They also discussed potential approaches to both national risk assessment and risk assessments in specific sectors and areas as applicable to the Syrian Arab Republic.
