German Neglyad, State Secretary and Deputy Director of the Federal Financial Monitoring Service, delivered a speech at the plenary session of the international research-to-practice conference on legal aspects of ensuring the functioning of the CSTO Collective Security System through to 2030, held in Saint Petersburg.
The conference brought together parliamentarians, representatives of international organizations, relevant governmental agencies and ministries, the academic community, and experts from Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Russia, and other countries. Participants addressed challenges related to combating international terrorism and extremism, as well as broader global and regional threats and challenges.
In his speech, German Neglyad emphasized the importance of the CSTO Parliamentary Assembly’s efforts in harmonizing legislation across the region: “Establishing the legal foundations of anti-money laundering, countering the financing of terrorism and proliferation financing collective security is essential to minimizing shared risks, unifying anti-money laundering systems, and implementing FATF Standards.” He also referenced a regional risk assessment conducted by the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG), which includes most CSTO member states. The group identified common threats such as terrorist financing, embezzlement of public funds, fraud, illicit drug trafficking, and others. “Our countries face a shared objective – strengthening anti-money laundering systems, for which legislative harmonization plays a key role,” said the Deputy Head of the Service.
German Neglyad also discussed Russia’s experience in implementing certain FATF Recommendations, citing as an example the adoption of legislation aligned with Recommendation 4 on confiscation and provisional measures. This law authorizes the Federal Financial Monitoring Service to temporarily suspend suspicious transactions involving monetary assets or other property.
In conclusion, the Deputy Director extended an invitation to representatives of the CSTO Parliamentary Assembly to attend the 4th meeting of the Forum of Sectoral Parliamentary Committees of the EAG Member States scheduled for May of this year on the margins of the 42nd EAG Plenary Week in Moscow.
