The 24th session of the Council of Heads of Financial Intelligence Units of the CIS Member States (CIS CH FIUs) was held in the Sirius Federal Territory, chaired by Rosfinmonitoring (FIU Russia) Director Yuri Chikhanchin and attended by Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, and the CIS Executive Committee.
The agenda of the meeting included addressing transnational crime within the CIS, recent operational actions taken by the parties, and next steps operationalizing the International Risk Assessment Center.
Mr. Chikhanchin: “We have been confronted with ever broader misuse of contactless payments and state-of-the-art financial instruments for the financing of narcotics trafficking. However, we have the tool to identify financial links in such schemes, the Transparent Blockchain system. We already have examples of successful criminal investigations following FIUs disclosures.”
The participants re-committed to do more together to strengthen common responses to narcotics trafficking, terrorism financing and other types of crime.
The participants also supported the CH FIUs Secretariat initiatives to conduct a study on ML/TF risks associated with Islamic banking and to create a Young Professionals council.
