22nd Meeting of the Council of Heads of Financial Intelligence Units of the CIS Member States

On March 7, 2023, the 22nd Meeting of the Council of Heads of Financial Intelligence Units of the CIS Member States was held via videoconferencing.

The event brought together all the Council members and invited guests – EAG Executive Secretary Sergey Teterukov and ITMCFM First Deputy Director General Oleg Ivanov.

Participants welcomed Kanat ASANGULOV, new Chairman of the State Financial Intelligence Service under the Ministry of Finance of the Kyrgyz Republic. 

The meeting revealed information about the upcoming Joint Forum of Supervisors and International Compliance Council in mid-May aimed to discuss current ML/TF risks and risk mitigation mechanisms. It is suggested to consider the relevant budgetary ML risks, digital currency and crypto asset circulation risks, as well as ML risks from drug trafficking and terrorist financing.

Rosfinmonitoring officials reported on the updated format of the "Transparent Blockchain" cryptocurrency analysis service. Service connection will be carried out through an additional agreement.

The meeting's key issue was to discuss the International Money Laundering and Terrorist Financing Risk Assessment Center's information content, including approaches to identify foreign centers facilitating criminal and dubious flows.
