On October 1, as part of the final week of the IV International Olympiad on Financial Security chaired by Yury Chikhanchin, Director of Rosfinmonitoring, the 21st meeting of the Council of the International Network AML/CFT Institute was held. The primary focus of the meeting was the continued development of the International Financial Security Movement.
Participating in the meeting were Dmitry Chernyshenko, Deputy Prime Minister of the Government of the Russian Federation, Anatoly Seryshev, Presidential Plenipotentiary to the Siberian Federal District, representatives of Promsvyazbank PJSC, ITMCFM, Khristianskoe Miloserdie Foundation, management and academic teaching staff from INI member universities, volunteers from the International Movement on Financial Security, and guests of the Olympiad.
Dmitry Chernyshenko reminded that the Financial University under the Government of the Russian Federation hosted the Inauguration Conference of the International Financial Security Movement on September 17. He acknowledged that the idea for the Movement was originally proposed by Augusto Lemmerz, a student from Brazil, in October last year at the meeting of President Vladimir Putin with the finalists of the III International Olympiad on Financial Security.
The Deputy Prime Minister thanked Yury Chikhanchin, Director of Rosfinmonitoring, and INI universities rectors for their contribution to implementation of the “Augusto’s initiative”.
“I am confident that every year new supporters will join the Movement and, of course, eventually its values will be shared by the majority of the global community. We expect that the Movement will become a key source of talent for national anti-money laundering systems. We will have to establish governing bodies of the Movement, including the Presidium and the Executive Committee, and define their functions. I encourage everyone to participate actively in this process. The future lies with the younger generation, who are highly skilled in modern digital technologies. I wish all participants a fruitful discussion and new ideas for the development of the International Movement on Financial Security,” the Deputy Prime Minister noted.
During the meeting, Natalya Parshikova, Deputy Head of the Secretariat of Deputy Prime Minister Dmitry Chernyshenko, was elected as Head of the Movement's Executive Committee.
In his speech, Yury Chikhanchin emphasized the growing risks faced by young people in the digital environment and underscored the importance of education in countering these threats:
“One of the solutions is the creation of the International Movement on Financial Security that has already gone beyond the Olympiad. Initially, seven countries participated in the Olympiad, then 12, 19, and this year, 36. This growth demonstrates increasing interest in both the Olympiad and the Movement, with over 70 countries now registered on the Sodruzhestvo platform—and these numbers will continue to rise,” Yury Chikhanchin said.
The heads of the International Network Institute member organizations reaffirmed their support for the Movement, offering resources such as methodological and regulatory assistance, holding national Olympiads on financial security and joint scientific and practical conferences, as well as training personnel in the field of AML/CFT in EAG and BRICS countries.
Representatives from the student community, including postgraduate students from the Financial University under the Government of the Russian Federation and the Patrice Lumumba Peoples’ Friendship University of Russia, also expressed their support for the movement.
Alexey Nazarov, Vice President of Promsvyazbank PJSC, provided an update on the development of the Sodruzhestvo international social and educational digital platform, which serves as the technological foundation for the Movement.
Nikolay Kolachevsky, Director of the P.N. Lebedev Physical Institute (Russian Academy of Sciences), presented the results of the Everyone is Aware competition organized jointly with the International Training and Methodology Centre for Financial Monitoring (ITMCFM) with the support of Promsvyazbank PJSC. He also announced the first International Dictation on Financial Security, which will now be held annually.
The INI Council acknowledged the significant contributions of participants toward the development of a common educational space and joint work in the fields of AML/CFT and financial security.
Also, the INI Council approved the inclusion of Kutafin Moscow State Law University, the Federal University of Rio de Janeiro, Delta State University of Science and Technology, and the American University in the Emirates in the scope of INI.
