A round table gathering the heads of financial intelligence units (FIUs) from countries participating in the IV International Olympiad on Financial Security took place at the Sirius federal territory. Yury Chikhanchin, Director of Rosfinmonitoring, was among the key participants.
The meeting brought together delegation heads from countries participating in the Council of Heads of Financial Intelligence Units of the CIS Member States as well as representatives from the Republic of Cuba, the Sultanate of Oman, UAE, Turkmenistan, and other countries. In addition, Anatoly Seryshev, Presidential Plenipotentiary to the Siberian Federal District and representatives from the Secretariat of the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG), the CIS Executive Committee, and the Coordination Council of the Heads of Fiscal (Financial) Investigation Bodies of CIS countries also participated in the event.
The discussion centered on critical issues such as the involvement of young people in illegal activities, specific aspects of public-private partnerships, and participation in the International Financial Security Movement.
Yury Chikhanchin drew the attention to the fact that countries are currently grappling with shared threats related to money laundering and terrorist financing, including transnational organized crime, terrorism and extremism, corruption, and illegal drug trafficking. He expressed concern about the increasing involvement of young people, particularly those lacking financial security knowledge, in criminal activities.
“With evolvement of payment services and the growing accessibility of financial infrastructure, schemes that exploit private individuals have become more prevalent in our countries. The most alarming trend is that these schemes are increasingly targeting young people. The internet is flooded with advertisements recruiting so-called ‘drops.’ Aggressive online promotion, combined with social engineering tactics and insufficient financial security awareness, enables criminals to involve youth in their activities,” Yury Chikhanchin said.
As the institution director noted, schoolchildren and students from CIS and BRICS countries can find answers to the questions in the financial security sphere on the Sodruzhestvo international social and educational platform, which offers over 200 educational materials on the subject.
Artyom Staroseltsev, Deputy Head of the Risk Evaluation Directorate of Rosfinmonitoring, presented the information and analytical capabilities of the International Money Laundering and Terrorist Financing Risk Assessment Center (IRAC).
