Round table dicussion “Russia and Africa – together against terror,” conducted on November 9, 2024 as part of the First Ministerial Conference of the Russia-Africa Partnership Forum, brought together representatives of Algeria, Guinea, Namibia, Nigeria, Russia, South Africa, and other countries.
Speaking as a panelist, German Neglyad, State Secretary and Deputy Director of Rosfinmonitoring, flagged terrorism and extremism financing risks that are the most relevant for Russia and African countries:
- Misuse of novel technology, virtual payments, crowdfunding platforms, and money mules for criminal purposes; and
- Recruitment of young people by terrorist organizations.
Dr. Neglyad underscored the need to use state-of-the-art tools, including cryptocurrency monitoring and analytics software, to address terrorism financing, highlighting training for national AML/CFT systems as an important field of Russia-Africa cooperation.
Since 2023 to date, ITMCFM has provided training to over 100 professionals from FIUs and other competent authorities of such African countries as Egypt, Madagascar, and Ethiopia.
