Two-day full-time practical training of the CIS ATC/ITMCFM "New challenges and current risks of terrorism financing in the Eurasian region"

On November 9 and 10, 2022, a joint practical training "New challenges and current risks of terrorism financing in the Eurasian region" was organized by the ITMCFM and the CIS ATC in Bishkek (Kyrgyz Republic) for international experts, representatives of the FIU and law enforcement agencies.

The event was attended by employees of the FIU and law enforcement agencies from the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of India, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Serbia, Turkmenistan, the Republic of Uzbekistan, as well as representatives of international organizations: EAG, OSCE, UNOCT and UNODC.

The training was held in the format of three sections with the division of participants into two target audiences. The first group included representatives of financial intelligence units as well as international experts, and the second group comprised law enforcement officers. More than 40 people have completed training.

International lecturers-experts – specialists of Rosfinmonitoring, ITMCFM and the Financial University under the Government of the Russian Federation – told the audience about the experience of the Russian Federation in countering the financing of terrorism using NPOs and the features of identifying and countering the manipulation of individual and group consciousness in the socio-cultural space in the conditions of information anomie. As part of the practical part of the training, the trainees learned about the capabilities of the “Graphus” electronic training system, and then applied the acquired knowledge by conducting a financial investigation in order to identify the facts of terrorism financing using NPOs. In addition, a business game was organized for the participants to identify tools for the formation of specific conditions in the network space that change the interpretation of political life with the help of digital stigmatization technologies.

Following the results of the event, the participants received training completion certificates.
