The 24th meeting of the International Network AML/CFT Institute’s Council was held on May 21, 2026, on the margins of the 44th EAG Plenary Week in Ashgabat. The meeting was chaired by Director of the Federal Financial Monitoring Service and Chair of the INI Council Yury Chikhanchin.
Among the participants were heads and faculty members of INI organizations, representatives of government agencies and financial intelligence units of EAG countries, ITMCFM, national education authorities, the EAG Secretariat and PSB Bank, as well as representatives of educational institutions of Turkmenistan.
In his speech, Director of Rosfinmonitoring Yury Chikhanchin noted that the development of national AML/CFT systems requires a unified research and educational space based on coordinated approaches to personnel training.
He said that in 2025, Russian INI universities, together with government agencies and the private sector, began preparing a strategically important draft document: the Concept of Financial Security of the Russian Federation. Yury Chikhanchin thanked the universities for their work on this task set by the President of Russia.
Presentations were delivered by Natalia Parshikova, the Russian Government’s coordinator for the International Movement on Financial Security and Deputy Head of the Secretariat of Deputy Prime Minister Dmitry Chernyshenko, Ekaterina Kuzmina, Vice-President of PSB Bank, Ivan Uvarov, Director General of ITMCFM, Andrey Leonidov, representative of the Lebedev Physical Institute of the Russian Academy of Sciences, Igor Mikhalev, Rector of the Russian State University of Social Technologies, Petr Uksusnikov, First Deputy Director of the Diplomatic Academy of MGIMO University of the Ministry of Foreign Affairs of the Russian Federation, Anna Koroleva, Dean of the Faculty of Economics of Belarusian State University, Stanislav Prokofiev, Rector of the Financial University under the Government of the Russian Federation, Lira Omurbekova, Director of the Training Centre of the State Financial Intelligence Service under the Ministry of Finance of the Kyrgyz Republic, Svetlana Vishnyakova, Rector of PSB Academy, Sergey Teterukov, EAG Executive Secretary, Olga Tisen, Rector of the Lebedev Russian State University of Justice and Vladimir Ovchinnikov, First Deputy Director General of ITMCFM and Director of INI.
ITMCFM Director General Ivan Uvarov focused on the transnational nature of financial security threats. He pointed out that these threats affect both the Eurasian region and the global community. This is confirmed by statements made by CIS leaders on AML/CFT cooperation. Active participation by INI universities and the expert community in developing the Concept will make it possible to rely on broad research and practical experience. It will also help align national decisions with EAG priorities for countering new financial risks.
Participants discussed key objectives for the development of the International Movement on Financial Security and the capabilities and future development of the Sodruzhestvo platform. They also considered AML/CFT research in the context of threats and risks arising from new technologies and conceptual approaches to developing strategic documents in this field. Particular attention was paid to international cultural cooperation, the role of educational institutions in training international financial security specialists, cooperation with the EAG Secretariat and the further expansion of INI membership.
The Council also approved the accession of the Lebedev Russian State University of Justice to the International Network AML/CFT Institute.
