Three-day capacity-building program for Uzbekistan's FIU and law enforcement authorities

From July 22 to July 24, the ITMCFM hosted an in-person training for an interdepartmental delegation from the Republic of Uzbekistan. Participants included representatives from the Department for Combating Economic Crimes under the General Prosecutor's Office, the General Prosecutor's Office, the Ministry of Internal Affairs, the State Security Service, the Supreme Court, the Ministry of Justice, and the Law Enforcement Academy.

Oleg Ivanov, First Deputy Director General of ITMCFM, addressing the participants, highlighted the complexity and importance of the issues related to countering terrorist financing:

“Our training program is designed to provide a dual perspective: an in-depth look into the structure and operation of the Russian anti-money laundering system, and hands-on training in the methodology and practical execution of terrorist financing investigations.

We place special value on the interagency composition of your delegation, which reflects the high level of coordination among Uzbekistan’s competent authorities. This level of collaboration is particularly vital as the Republic prepares for its upcoming round of mutual evaluations.”

Throughout the training, international experts engaged participants in discussions on current challenges in the field of terrorism financing, including risk assessment related to CFT and CPF methodologies, cooperation with reporting entities, and investigation and prosecution practices related CTF cases.

Special emphasis was placed on practical exercises, including case studies from the Russian Federation involving the use of crowdfunding platforms and cryptocurrencies in terrorist financing schemes.

The program also featured a simulation exercise - a business game - focusing on the use of crypto and digital assets in CFT scenarios. This interactive session was facilitated by international specialists in cryptocurrency transaction monitoring and AML/CFT compliance.
