Federal Financial Monitoring Service Representatives participate in Federation Council roundtable on digital currency regulation in Russia

On July 17, representatives of the Federal Financial Monitoring Service, namely Evgeny Shevlyakov, Head of the Risk Assessment Department, and Kirill Groshikov, Deputy Head of the Regulatory and Legal Division of the Legal Department, participated in a roundtable held at the Federation Council devoted to regulation of digital currency circulation in Russia.

The event was moderated by Artem Sheikin, First Deputy Chairman of the Federation Council Committee on Constitutional Legislation and State Building, and Deputy Chairman of the Council for the Development of the Digital Economy under the Federation Council.

The event brought together parliamentarians, officials from the Federal Financial Monitoring Service, the Bank of Russia, the Ministry of Digital Development of the Russian Federation, the Federal Tax Service of Russia, law enforcement agencies, credit institutions, and representatives from academic and expert communities.

Discussions centred on international best practices in the legal regulation of virtual assets, strategies to counter the use of cryptocurrencies by criminals for money laundering purposes, the development of blockchain transaction scoring systems by Russian financial institutions, and other relevant topics.

Mr. Shevlyakov underscored the importance of continued dialogue and collaboration in advancing the functions of Transparent Blockchain — a digital cryptocurrency transaction monitoring system — and in supporting related initiatives aligned with the roundtable agenda.

Law enforcement representatives noted the system’s operational effectiveness. Earlier, Rosfinmonitoring employees conducted a number of training events on the platform’s capabilities for relevant government entities.
