Federal Financial Monitoring Service representative highlights increase in cryptocurrency-related financial investigations

On July 24, Natalia Manuilova, Advisor to the Financial Monitoring Information Technology Development Department of Rosfinmonitoring, spoke at the ICT-Crime-2025 International Conference on Combating Crimes Committed Using ICT.

Ms. Manuilova participated in a seminar focused on the exchange of experiences among member states of the Conference on Interaction and Confidence-building Measures in Asia (CICMA) in the field of combating the use of information and communication technologies for criminal purposes.

In her presentation, Ms. Manuilova outlined the capabilities of the Russian digital service for monitoring cryptocurrency transactions, Transparent Blockchain, which allows to identify the digital footprint of criminals. As she pointed out, the number of financial investigations related to the use of cryptocurrencies for money laundering continues to grow each year.

"Criminals are increasingly aware of the heightened risks associated with operating within the conventional financial system. As a result, they are shifting toward digital assets to obscure the origins and flow of proceeds of crime. In 2025, the number of criminal cases involving cryptocurrency transactions - initiated on the basis of materials provided by the Federal Financial Monitoring Service - has already matched the total for all of 2024," Ms. Manuilova stated.

The event also involved representatives from the Ministry of Foreign Affairs of Russia, the Ministry of Justice of Russia, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, the General Prosecutor's Office of the Russian Federation, the Investigative Committee of the Russian Federation, the Central Bank of the Russian Federation, credit organizations, the private sector, the academic community, as well as the leadership of the CICMA Secretariat and the United Nations Office on Drugs and Crime.

The agenda included discussions on the main types of ICT-related crimes and ways to combat them, preventive measures to reduce cybercriminal activity, and pathways to enhance international cooperation in the field of combating information crime. Participants also discussed the evolution of global legal frameworks and other pressing challenges in cybercrime.
