On April 22, as part of the Russia-Oman negotiations held at the Kremlin, Mr. Yury Chikhanchin, Director of the Federal Financial Monitoring Service (Rosfinmonitoring), met with Mr. Abdul Rahman Amur Al Kiyumi, Executive Director of the National Center for Financial Information (NCFI).
The parties signed a Memorandum of Understanding designed to strengthen bilateral cooperation in the field of anti-money laundering and countering the financing of terrorism (AML/CFT).
The discussions focused on practical measures to operationalize the Memorandum, with particular attention given to identifying and mitigating shared threats and vulnerabilities to financial security.
To enhance the effectiveness of joint efforts, the parties agreed to leverage the fora of FATF-style regional bodies – specifically, the Middle East and North Africa Financial Action Task Force (MENAFATF) and the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG), where Oman and the Russian Federation hold active memberships, respectively.
Mr. Chikhanchin expressed gratitude to his Omani counterpart for participating in the educational initiatives of Rosfinmonitoring. He also extended an invitation to attend the final stage of the V International Olympiad on Financial Security, which will take place this autumn in Krasnoyarsk.
In addition, Omani colleagues expressed interest in the capabilities of the International Training and Methodology Centre for Financial Monitoring, which was included in the official program of the visit.
