Ivan Kornev speaks at Third CIS Conference on Countering Terrorism and Extremism

Ivan Kornev, Head of Secretariat of the Council of Heads of Financial Intelligence Units of the CIS Member States (CIS CH FIUs) and Deputy Director of the Federal Financial Monitoring Service, attended the Third CIS Conference on Countering Terrorism and Extremism in Dushanbe, Republic of Tajikistan.

The event brought together representatives of relevant ministries and agencies, working bodies of the CIS, and several international organizations.

In his address, Mr. Kornev outlined the activities of the Council in identifying and countering the financing of terrorism. He drew attention to the growing use by terrorist groups of crowdfunding platforms, virtual assets, and third-party (so-called “money mule”) accounts. To mitigate these risks, CIS CH FIUs are continuously developing and introducing new operational tools.

“Financial intelligence units and relevant bodies actively use Transparent Blockchain — the digital service for monitoring cryptocurrency transactions developed by the Russian Federation. Its results are used in initiating criminal investigations; the service itself is being refined for macro-analytics and monitoring of suspicious flows. Another tool is the International Risk Assessment Center (IRAC). All Council members contribute to the IRAC information base,” highlighted Mr. Kornev.

He further underscored the importance of preventive and educational work to counter the involvement of young people in illegal actions. One of such initiatives is the International Olympiad on Financial Security.

“Every year, the scope of work in this direction is growing, contributing to the improvement of financial security and financial literacy while reducing the risks of involvement of young people in illegal activities,” said Mr. Kornev.
