Herman Neglyad speaks at IV International Youth Forum on Combating Crime at MSAL

State Secretary, Deputy Director of the Federal Financial Monitoring Service (Rosfinmonitoring), Herman Neglyad, delivered remarks at the plenary session of the IV International Youth Forum on Combating Crime. The event was held from October 31 to November 1 at Kutafin Moscow State Law University (MSAL).

The plenary session brought together representatives of the Ministry of Foreign Affairs of the Russian Federation, the Ministry of Justice of the Russian Federation, and the academic and expert communities. The agenda focused on combating information technology–related crimes and promoting international cooperation in the fight against crime.

As noted by Herman Neglyad, digitization of finance results in not only unprecedented opportunities but also new risks. Young people, in particular, constitute one of the most vulnerable groups in terms of financial security and are exposed to threats such as money mule schemes and the misuse of emerging technologies for criminal purposes. He also drew attention to the problem of scammers using deepfake technology.

“New technologies make our lives easier, yet criminals exploit them, for example, using cryptocurrency transactions to purchase illegal goods or operating through darknet platforms. Young people adapt to changes faster and are quicker to understand new technologies. On the one hand, the younger generation is more aware of the risks involved and can suggest ways to mitigate them; on the other hand, statistical data and practical experience show that youth is one of the most vulnerable groups in the sphere of financial security,” said Mr. Neglyad.

Speaking on the money mules problem, Herman Neglyad spoke shared findings from a survey commissioned by Rosfinmonitoring. The survey, which covered about one thousand young respondents across all regions of the Russian Federation, revealed that 70% had encountered offers promising easy or quick money through such schemes.

Deputy Director of Rosfinmonitoring also stated that the problem of attacks on financial security is becoming transnational. A survey at the V International Olympiad on Financial Security, involving participants from 40 countries, showed that 75% of the respondents or their family members had faced incidents of financial abuse involving new technologies.

German Neglyad and Anastasiia Shuvalova, Deputy Head of Legislative Initiatives Support Division of the Legal Department of Rosfinmonitoring, attended the Financial Security of Youth section of the Forum.
