A meeting of the network AML/CFT Institute Council was held at Rosfinmonitoring on May 20, 2016.
The meeting, chaired by the Director of the Federal Financial Monitoring Service, Yury Chikhanchin, was attended by A. Klimov, Deputy Minister of Education and Science; M. Kotyukov, Head of the Federal Agency for Scientific Organizations (FASO); V. Chekha, Head of the Directorate for Cooperation in Education and Science of the Federal Agency for CIS Affairs, Compatriots Living Abroad and International Humanitarian Cooperation (Rossotrudnichestvo); as well as heads and representatives of educational and scientific institutions participating in the network AML/CFT Institute.
In his welcoming remarks to the participants, Rosfinmonitoring Director Yury Chikhanchin underscored the important role played by the network AML/CFT Institute with its scientific and educational potential in the training of personnel for AML/CFT systems of Russia and its international partners.
"Much has been achieved in 3 years since the establishment of the Institute: each university has set up a department specializing in AML/CFT personnel training; a core group of professors and teachers interested in the issues overseen by Rosfinmonitoring has emerged; many teachers have undergone AML/CFT training at ITMCFM and now take part in EAG sessions and conferences, as well as write articles on AML/CFT topics. Despite all this, we need to go further. In addition to creating a common platform for scientific discussions, we need to dedicate our efforts to the formation of common AML/CFT educational environment within the network AML/CFT Institute, an effort that also includes introduction of majors (specialties) developed by MEPhI experts and vetted by Rosfinmonitoring departments".
The Head of Rosfinmonitoring drew particular attention to the direction of the country's domestic policy determined by the Russian President: "Russian President V. Putin clearly defined the direction of the domestic policy: fight against corruption and effective use of budgetary resources.
The country's law enforcement authorities initiated more than 1,000 corruption proceedings in the past 6 months alone, including into the illegal activities of the Ministry of Culture; embezzlement of public funds allocated for the construction of the Vostochny spaceport; defrauding of investors in new housing; illegal bankruptcy of banks and other financial institutions; misappropriation of public funds in the housing and public utilities sector; as well as leading to the detention of almost the entire leadership of the Komi Republic.
The past ten years saw Rosfinmonitoring develop a large number of techniques for fighting corruption and embezzlement of public funds. Unfortunately, criminals have not been standing still during this time either. We see our job not in punishing but rather taking preventive action. And this is where we need your help. We need the results of your scientific research, as well as your open-minded take on these social manifestations".
In addition, meeting participants examined the issues related to the enrolment of foreign students at educational institutions participating in the network AML/CFT Institute under Rosfinmonitoring's 2015 quota and the upcoming 2016 draft.
The meeting ended with an unanimous decision to grant to the Financial Academy of Kazakhstan's Ministry of Finance membership in the network AML/CFT Institute.
