A training course for FIU and government employees of Lao People's Democratic Republic "Upgrading Qualification of National AML/CFT systems’ experts" was held at the International Training and Methodology Centre for Financial Monitoring (ITMCFM) in Moscow, August 28-30, 2018. Among the lecturers were Russia's leading FIU experts.
Representatives of Lao PDR's FIU and government agencies studied Russia's experience in expert analysis and best AML/CFT practice in order to improve the effectiveness of the country's AML/CFT system. In addition, the FIUs of Russia and Laos exchanged experiences in conducting financial and analytical research and supervision.
It was generally agreed that the organized event made a significant contribution to the development of AML/CFT-related inter-agency cooperation between Russia and Laos. This was noted by Mr. Chindamay Vilayhongs, head of the Lao delegation and deputy director general of AMLIO:
-Given the relatively short time passed since the establishment of Lao PDR's FIU, financial intelligence can well be described as a new field of activity for Laos. In this context, the training course, which was one of the outcomes of the cooperation agreement signed by us with Rosfinmonitoring, is, of course, very useful for us.
I would particularly like to highlight the intensity of the three-day training program and professionalism of the speakers. Some topics – such as supervision – are very important for us. Also very interesting and highly informative was the presentation on cryptocurrencies, a topic whose relevance for us is underscored by the country's work to establish a committee tasked with drafting the relevant legislation.
