On May 27 – 31, 2019, the 30th Plenary Meeting and the Meetings of the Working Groups of the Eurasian Group on Combating Money Laundering and Financing of Terrorism (EAG) was held in Moscow, Russian Federation. The EAG Chairperson Mrs. Hao Jinghua (China) chaired the Plenary. The EAG Co-Chair is the representative of the Russian Federation, Director of Rosfinmonitoring, Mr. Yuiri Chikhanchin.
The event was attended by over 200 delegates from the EAG-member states: Belarus, India, Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan, and the representatives of the EAG observer states and organizations: Armenia, Iran, Italy, Mongolia, Poland, Serbia, Turkey, France, Financial Action Task Force (FATF), Egmont Group, Anti-Terrorism Center of the Commonwealth of Independent States (CIS ATC), UNSC 1267 Committee Analytical Support and Sanctions Monitoring Team, Eurasian Economic Commission (EEC), Eurasian Development Bank (EDB), European Bank for Reconstruction and Development (EBRD), Executive Committee of the Commonwealth Independent States (EC CIS), International Monetary Fund (IMF), Collective Security Treaty Organization (CSTO), Shanghai Cooperation Organization (SCO), UN Office on Drugs and Crime (UNODC), Central Asian Regional Information and Coordination Center for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC), as well as the Islamic Development Bank and New Development Bank.
The welcome address of Aide to the President of the Russian Federation, Mr. Anatoly Seryshev, was presented to the EAG Plenary.
In accordance with the Procedure of the 2nd Round of the EAG Mutual Evaluations the Plenary approved the joint IMF/FATF/APG/EAG Mutual Evaluation Report of the People’s Republic of China that was earlier considered and adopted by the FATF Plenary in February 2019. The Plenary heard and took note of the first follow-up report of the Kyrgyz Republic under the second round of the EAG mutual evaluations. The Kyrgyz Republic informed the Plenary about its intention to present the next follow-up report with request to upgrade the technical compliance ratings, to reflect the improvements in the Kyrgyz national AML/CFT legislation, at the 31st EAG Plenary Meeting.
The Plenary satisfied the request of the Republic of Kazakhstan and the Republic of Uzbekistan and adopted the revised schedule of the second round of mutual evaluations of the EAG-member countries.
The Plenary adopted the EAG Strategy for 2019-2023 which outlines the strategic priorities of the EAG, its members and the Secretariat for coming years with a focus on a need to conduct the regional ML/TF risk assessment and to launch, jointly with one of the EAG members that had already undergone the mutual evaluation, the pilot project based on the proposed approach to provision of technical assistance in the EAG region.
The Plenary considered the practical counter-terrorist financing measure implemented by the EAG-member countries. The Plenary reaffirmed the importance and high priority of the anti-terrorism and counter-terrorist financing endeavors, and urged the EAG member states to proceed with the efforts for preventing and disrupting terrorist financing and sharing the lists of persons linked to terrorist activities
The Plenary adopted the typology report entitled Specificities of Cross-Border Schemes of Payment for Drugs and Laundering of Drug Trafficking Proceeds with the Use of Electronic Payment Instruments and Crypto-Currencies and the methodological recommendations developed based on the outcomes of this typology research. The report and the recommendations will be posted on the EAG website.
The Plenary adopted the 2018 EAG Annual Report, the EAG Budget for 2020 and heard the findings of the external audit of the EAG Secretariat.
The delegation decided to grant the EAG observer status to the New Development Bank. The delegations noted the high value of the joint work conducted with the New Development Bank, in cooperation with which the Workshop on Improvement of Financial Monitoring through the Use of New Technologies was arranged and held on the margins of the EAG Plenary Week.
In the course of the EAG Plenary Meeting and Meetings of the Working Groups, the delegation of the International Training and Methodology Center for Financial Monitoring (ITMCFM) presented to the EAG members and observers the projects implemented by the ITMCFM both inside and outside the Eurasian Region. The technical assistance projects are aimed at providing support for bringing the national AML/CFT systems in line with the FATF Standards. In cooperation with the partners from the EAG-member countries, the ITMCFM implements training programs, develops electronic training courses and training aids and provides professional development training to the academic staff of the national universities that are part of the International AML/CFT Network Institute.
The Plenary supported the initiative of the CIS Anti-Terrorism Center to hold the joint CFT workshop in 2020 with the support of the ITMCFM.
The Plenary supported the initiative of the Russian Federation that suggested for the Plenary to regularly hear the results of the work conducted under the framework of the Council of the Heads of Financial Intelligence Units of the CIS-member countries, taking into account the high importance of the operational cooperation of the heads of the FIUs in the Eurasian Region. The Plenary also supported the initiative of the Kyrgyz Republic to hold the Eurasian AML/CFT Forum at Issyk-Kul Lake in September 2019.
The EAG-member countries presented information on progress in improvement of their national AML/CFT legal frameworks and on conducting the national ML/TF risk assessments. Republic of Belarus, People’s Republic of China, Kyrgyz Republic, Russian Federation, Republic of Tajikistan and Republic of Uzbekistan shared their experience and best practices in preparation of the national AML/CFT systems for international assessment for compliance with the FATF Recommendations.
The Plenary expressed gratitude to the Russian Federation for the warm hospitality and excellent organization of the 30th EAG Plenary Meeting and Meetings of the Working Groups.
The 31st EAG Plenary will be held in Turkmenistan in November 2019.
