On November 21, 2017 III International Scientific and Research Conference “FinTech and RegTech: Possibilities, Threats and Risks of Financial Technologies” took place in P.N. Lebedev Physical Institute of the Russian Academy of Sciences.
The event was organized by the Federal Financial Monitoring Service of the Russian Federation with support from participants of the network AML/CFT Institute. The first day moderator was Nikolai Kolachevsky, Director of P.N.Lebedev Physical Institute, RAS member-correspondent.
The event started with welcoming remarks from the Director of Rosfinmonitoring, Mr.Chikhanchin. The Head of the Russian FIU underlined the importance of the agenda in the context of rapid development of financial technologies and related risks of money laundering:
«In the digital era those who blaze new trails in Finance and Economics must be in the same team with those who think about regulation and supervision. Otherwise risks and threats will be out of control. In our field – fight against money laundering and terrorist financing – international standards called countries for application of risk mitigation measures that include new types of financial services long before appearance of cryptocurrencies, blockchain and the FinTech term itself».
The participants were also welcomed by the First Deputy Chairman of the State Duma Committee of the Federal Assembly of the Russian Federation Igor Divinsky, Head of Trade Restrictions, Currency and Export Control Department of the Federal Tax Service Sergey Shklyaev, Chairman of the Financial Market Participants Association Council “Council on Professional Qualifications of the Financial Market”, Executive Vice-President of the Russian Union of Industrialists and Entrepreneurs Alexander Murichev and RAS Presidium member Gennady Mesyaz.
Among the speakers of the first day plenary discussion were the Rector of NRNU MEPhI, RAS Academician Mikhail Strikhanov, Director of the Institute of Legislation and Comparative Law under the Government of the Russian Federation, RAS Academician Talia Khabrieva and representatives of educational and scientific organizations, state agencies and private sector. The day was wrapped up by Nikolai Kolachevsky, Director of P.N.Lebedev Physical Institute.
The Director of Rosfinmonitoring Yury Chikhanchin congratulated the staff of the International Training and Methodology Center for Financial Monitoring (ITMCFM) in person of its General Director Oleg Ivanov with the 12th anniversary of the organization, established on November 21, 2005.
That same day the Agreement on Cooperation between Rosfinmonitoring and the Financial Market Participants Association Council “Council on Professional Qualifications of the Financial Market” was signed by Mr.Chikhanchin and Mr.Murichev.
The Conference will last till November 23 in P.N. Lebedev Physical Institute, MEPhI and the State University of Management.
