On April 25, 2018 the seventh Eurasian anti-corruption forum «Conflict of Interests: Law and Ethics» was held in the Institute of Legislation and Comparative Law under the Government of the Russian Federation (ILCL). The Director of the Federal Financial Monitoring Service and International Training and Methodological Center for Financial Monitoring (ITMCFM) took part in the international scientific and practical conference.
The forum was opened with expanded meeting of interdisciplinary Council for coordination of scientific and training and methodological support for countering coarruption chaired by the Head of the Institute of Legislation and Comparative Law, corresponding member of the Russian State Academy of Sciences, Dr. of jurisprudence, Professor Khabrieva Talia.
The participants of the conference were welcomed at the plenary session by the Deputy Head of the Anti-Corruption Directorate under the presidency of the Russian Federation Alexander Anikin, the Director of Federal Financial Monitoring Service Yury Chikhanchin, the Head of ILCL Talia Khabrieva, the Dean and the Executive Secretary of the International anti-corruption Academy (IACA) Martin Kreutner (Austria).
The speakers of the main part of the forum were representatives of the Ministry of Internal Affairs of the Russian Federation, the Ministry of Labour and Social Protection, the Ministry of Foreign Affairs of the Russian Federation, the Accounts Chamber of the Russian Federation, the Investigative Committee of the Russian Federation and the General Prosecutor's Office. Forum participants were informed about the states’ anti-corruption policy by the Head of the disciplinary responsibility group accredited by the Central Commission for the disciplinary inspection of the Chinese Communist party Deng Zhonghua and the President of the Islamic research center of Islamic consultative Assembly (Majlis) of the Iran Islamic Republic Ahmad Moballeghi.
After a break the section sessions started. Moderators of the round table "Education in the AML/CFT as enabler of anti-corruption awareness and formation of anticorruption outlook" were the Deputy Director of the Institute of Legislation and Comparative Law I. Kucherov and the general Director of the ITMCFM K. Gadzatsev. Vladimir Ovchinnikov, the ITMCFM Deputy General Director – Director of the International AML/CFT Network Institute, told about the projects of the International Network Institute in the AML/CFT focused on the formation of the anti-corruption outlook.
Following the discussions of theoretical problems of the concept and content of interests conflict and personal interest as well as practical issues related to improving the effectiveness of prevention and settlement of interests conflicts as a mechanism for preventing corruption, the recommendations of the forum participants were accepted.
Talking about the importance of prevention of conflict of interest, it was noted that not the last role is played by legal components – balanced legislation, taking into account the foundations of legal conflictology. It is suggested to take into account implemented models in legislations of most European countries which are, unfortunately, still not provided in legislations of the CIS countries.
According to the forum participants, it is necessary to conduct a systematic scientific research of the legal array, which is controlling the conflict of interests, as well as in the private sphere. Then on its basis one will identify promising areas for improving the provisions of the current legislation, to establish a direct account of the corruption factor and to minimize personal interest in the decision making process.
