The international scientific and practical conference of the network AML/CFT Institute "Threats and Risks to Global Economy" was held in Moscow from 1 to 3 November 2016
The conference was organized by the Federal Financial Monitoring Service with the participation of the Federal Agency for Scientific Organizations and the Russian Academy of Sciences.
The opening of the forum, timed to coincide with the 15th anniversary of Rosfinmonitoring, was attended by Vladimir Vasiliev, Deputy Chairman of the State Duma of the Federal Assembly of the Russian Federation and a corresponding member of the Russian Academy of Sciences; Pavel Kuznetsov, representative of the Russian Ministry of Foreign Affairs; Yury Chikhanchin, Director of the Federal Financial Monitoring Service; Mikhail Kotyukov, Head of the Federal Agency for Scientific Organizations; Ilya Lazutov, Deputy Chairman of the Investigative Committee; as well as representatives of international organizations specializing in financial security and members of the academic and scientific community. The roundtable discussion "Role and Place of International Anti-Money Laundering System in Ensuring Global Economic Security" was moderated by Nikolai Kolachevsky, Director of P.N. Lebedev Physical Institute of the Russian Academy of Sciences.
Representatives of the following international organizations also took part in the conference: FATF, Council of Europe Committee of Experts (MONEYVAL), Egmont Group, EAG, CIS, CSTO, SCO; as well as the relevant government bodies, leading scientific and educational centres of Russia and its partners in the international AML/CFT system, and the Association of BRICS Business Schools.
In their speeches, roundtable participants outlined key elements of the domestic and global financial security systems, namely, an up-to-date legislative framework, innovative analytical and forecasting techniques, and highly intelligent detection systems. It was also pointed out that the key role in fight against shadow economy is played by highly qualified personnel.
In his speech, Rosfinmonitoring Director Yury Chikhanchin stressed the need to expand the scope of inter-agency cooperation, including in the area of personnel training. "By combining the efforts of the network AML/CFT Institute with fundamental science, we will achieve a breakthrough in fight against money laundering and terrorist financing. The outcomes of this integration may ultimately impact the outside world, resulting in creation of regional international scientific groups. This is why we should support this decision".
The conference also included a student forum entitled "Future AML/CFT – Safety Zone (Risks, Challenges and Solutions)".
